City Council Committees
PURPOSE:
Committees
of the City Council serve within assigned areas of responsibility for
the purpose of gathering and studying information and making recommendations
to the City Council. A majority vote of the City Council at a regular,
adjourned or special Council Meeting shall be required for approval
of Committee recommendations or for Committee authority to carry out
a specific task.
ORGANIZATION:
Committees
of the City Council shall be comprised of two Councilmember's who are
appointed by the Mayor. Assignments to the Committees will be made at
the next regular Council Meeting after the annual reorganization and
are effective immediately. Each Council Committee may be given specific
charges for the year when appointments are made. Each Committee will
have an appointed Chairperson. Citizens at large may be included to
assist in carrying out a Committee's charges.
OPERATION:

Committee
Chairperson will call meetings as needed and will report on all activities
at City Council Meetings;

Appropriate
City Staff shall be included in Committee meetings. City staff shall
provide administrative support to each Committee.

Committee
members will advise and provide recommendations.

Commitments
or decisions will not be made without prior consent of the majority
of the City Council;

Subject material
which applies to the charges of another Committee shall be referred
to that Committee for study;

Council
members will coordinate any activities related to a Committee's charges
with the Chairperson of that Committee and the City Manager. Activities
include information gathering and personal contacts;

Chairperson
will place items for Council action on the next agenda with supporting
material. Committee meetings should be held in the two weeks after the
regular Council Meetings so the Council packet deadline can be met.
Last minute distribution of materials should be avoided;

Council
members should avoid interfering with the daily routine of the City
Staff in carrying out their assigned duties. Council Committees are
not intended to replace Staff's responsibilities.
ORANGE COUNTY VECTOR CONTROL DISTRICT
The chairman of this committee shall serve as the city's principal representative
on the OCVCD Board of Trustees. The other member of the committee shall
serve as the city's alternate representative.
The mission of the Orange County Vector Control District is to provide the citizens of Orange County with the highest level of protection from vectors and vector-borne diseases.
In achieving this mission, the Orange County Vector Control District shall:
- Be proactive in response to current and future vector threats.
- Respond effectively and courteously to the needs of the public.
- Inform and educate the public about the shared responsibility of vector control.
- Utilize the most effective and safest methods available for the control of vectors.
- Provide vector control services in the most cost-effective manner.

ORANGE COUNTY FIRE AUTHORITY
The chairman of this committee shall serve as the city's principal representative
on the OCFA Board of Directors. The other member of the committee shall
serve as the city's alternate representative.
The committee shall advise the City Council on all matters pertaining
to fire protection and emergency medical response services in the city. The city's representative shall attend monthly meetings of the Orange
County Fire Authority Board of Directors and serve on board committees,
as appropriate. The committee shall provide information on the status of the OCFA Reserve
Firefighters Program serving Villa Park and make recommendations relating
thereto.

ORANGE COUNTY SANITATION DISTRICT
In
accordance with the California Health and Safety Code, the Board of Directors
of the Orange County Sanitation District is comprised of the Mayor or
other elected official from each municipality served by the District.
The Orange County Sanitation District collects and treats sewerage for
a majority of the County area. The District's administrative offices and
major facilities are located in Fountain Valley. The City of Villa Park
is served by Sanitation District No.2.
The
District's board of directors meets monthly. Various committees of the
board meet in addition to the board. Directors are paid $100.00 plus mileage
for attendance at each meeting.
1.
Represent the City of Villa Park at the regional level for this essential
service.
2.
Report to the City Council on matters relating to Sanitation District
policies and programs.
3.
Assist the City Manager with the City's participation in this service.

PUBLIC
UTILITIES & TRANSPORTATION COMMITTEE
The Public Utilities and Transportation Committee serves as an advisory resource to staff and the City Council on any matter related to the services of: the Serrano Water District; Southern California Edison Company; Southern California Gas Company; AT&T; Television Cable Franchisee; Trash Collection Franchisee; and any other function in this category. The Chair formally represents the Council to these and other related entities. The Committee also oversees ground and air transportation items to include aviation, fly-over impacts and airport related items as well as Orange County Transportation Authority issues. The Committee will work with staff on transportation related grants.

FINANCE
& BUDGET COMMITTEE
The Finance and Budget Committee reviews and signs the monthly List of Demands together with any supporting documentation. The Committee reviews the monthly Treasurer’s reports for accuracy and adherence to City policy. The Committee is involved in the City’s annual budget process. The Committee reviews the City’s investment policy, explores alternative short-term investments to maximize the rate of return on available City funds, and identifies possible new sources of revenue. The Committee serves as City Council representatives on the Citizen’s Investment Advisory Committee. The Committee reviews the annual Audit Report and Management Letter and reports to the City Council with recommendations. The Chairman of the Committee serves as the City’s principal representative on the California Joint Powers Insurance Authority (CJPIA) Board of Directors.
The Committee serves to assist the City Manager in advising the Council on matters of insurance and risk management, attends semi-annual meetings of the CJPIA, votes on membership applications, and if necessary, dismissal from CJPIA membership, approves the CJPIA’s annual budget, and serves on the CJPIA executive committee.
The Committee serves as an advisory resource to the City Council and staff on Capital Improvement Projects. The Committee obtains the City Council’s consensus on prioritization of projects and reviews staff’s annual update of the 7-year Capital Improvement Plan. The Committee assists in the preparation of the Capital Improvement Plan for the upcoming Fiscal Year. The Committee can meet as needed in order to assist the City Manager and City Engineer prioritize capital projects and to guide staff on seeking grant applications.

CITY/SCHOOLS ADVISORY COMMITTEE
The City/Schools Advisory Committee proactively addresses issues of Orange Unified School District schools within Villa Park boundaries, maintain open and honest communication, and foster a collaborative environment in order to resolve issues of mutual concern. The Committee guidelines are to be finalized in a cooperative nature between the City and School District. Prior to its formalization by the City Council, the City Liaison Committee met with two members of the School Board, and when possible, the principals and parent group leadership of each public school in order to address issues and seek resolution.

HUMAN RESOURCES COMMITTEE
The Human Resources Committee serves as an advisory resource to the City Manager in personnel matters. The Committee annually reviews and updates position descriptions and classifications as required; reviews surveys of compensation plans of other cities of comparable size and similar positions and of private industry to maintain competitive position standards; reviews internal personnel policies; may develop or review salary and fringe benefit recommendations; conducts periodic review of existing personnel forms - (position descriptions and City Manager performance evaluation); and coordinates the completion of the annual performance appraisal of the City Manager.

COMMUNITY
DEVELOPMENT & PUBLIC SAFETY COMMITTEE
The Community Development and Public Safety Committee is responsible with the review and interpretation of the City’s General Plan, Zoning Code, and Subdivision of Land Ordinance. This committee is not formed on an ad-hoc basis. The Committee advises the City Council and makes recommendations on proposed revisions and amendments. The Committee reviews all second dwelling unit applications for conformity to Villa Park codes. The Committee advises the City Council and staff on streetscape plan implementation, reviews the City policy on approved trees for public improvements, reviews the final landscape plans that are required as a condition of approval, such as a Division of Land, Tract, or Parcel Map, and coordinates cooperative projects with other agencies.
The Committee is also charged with monitoring the operations of all agencies serving the City of Villa Park that relate to the safety and welfare of the general public, residents of Villa Park and their property, City employees and City property. Whenever a potentially unsafe condition arises, the Committee can study the situation with appropriate members of staff and recommend solutions for Council action. An ad hoc committee of citizens may be formed to assist in gathering information and making recommendations. The Committee advises the City Council on matters relating to traffic, public safety, and public health; and a member may attend hearings and testify on behalf of Villa Park after obtaining consensus of Council.
